Scanner Blips won't open when clicked and can't be resolved

I currently have three scanner blips that will not go away. One is an enemy blip that can be clicked on multiple times, but won't be removed from the scanner after engaging the enemy. Two are scanner blips that can't even be clicked on to open the dialog box. This issue causes the blue blips to be regarded as enemy blips that cause the scanner to shut down autoscan.
