Auto-Boost efficiency bug?

I'm seeing some very odd behavior when I look at the production efficiencies of using the Scrap Metal Auto-Boost (Fully researched, using single clicks on the button to trigger):
0%: 5 power/Metal
20%: 16 power/Metal
40%: 21 power/Metal
60%: 20 power/Metal
80%: 13 power/Metal
100%: 10 power/Metal
I'm not certain what the expected behavior is (my assumption had been that it would all be at 5 power/metal), but this definitely doesn't look right. I suspect some kind of resource consumption timing issue.
