I want to be able to insert a research

I want to be able to insert a research item. Typically, at the start of the queue. I cannot.

The best I can do is move the number 1 of the queue to number last. This makes room to put something else at queue number 1, but that's not inserting -- what I wanted next is now last. And re-ordering that list is painful at best.
