Decryption evens in scanner when all decryptions unlocked

If all 20 decryptions are unlocked, it is still possible for a white dot on the scan page to appear, signifying a new message. If clicked on, it will open the message that is typical of a newly available message to decrypt, but upon selection of "decrypt", it will not result in any new scans for obvious reasons. When doing so, the message in the log about a new message being available to decrypt is marked as "x2", meaning it was sent to the log twice.
