Scanning takes much longer than it should

In b37b, scanning takes a long, long time. Like at 100 scanner power it took me around 2 or 3 hours to get Hostiles in a system from Moderate to Low in order to fight the station repeatedly. This feels... excessive, and even at over 200 scanner power (which I got taking the research past level 300, which took time by itself) I've been scanning a tech 5 system over an hour and only gotten one hostile to appear.

That's definitely excessive and way longer than intended.
The Scanner Power has diminishing returns, so putting in 200 Power isn't the same as scanning with 1 Power 200 times, it's actually significantly less. Also, if there are high amounts of other event types in the area, those will take priority.
I think I'll make "Hunting" mode increase the odds of hostiles showing up, since they're actively being searched for.
