Scanner upgrades lag behind

There's something funny about the scanner upgrades after a certain point.

Upgrades alternate between power and max hostiles. But at higher levels, what should be a power upgrade does nothing at all (no effect, no log message) until the next max hostile upgrade is done, at which point all the previous power upgrade effects (and log messages) appear all at once.

So you don't lose upgrades, its just that the power ones seem to queue up then all be applied at once when the max hostiles is increased.
