Cannot initially select scrap in factory

STR: FTL to new sector, Kill base, Construct factory, (Power is selected), Click scrap metal

AR: cannot be clicked, to select it, I need to select any other type and then scrap

Works now in b38a. Don't remember when I fixed it, but it's good now.
