Decrypter use in midgame

Decrypter has now no use in mid/end game, so what about some improvements? I'm still finding crypted messages even when I have already all of them. What about drop their chance a bit (a lot) and offer some crypted messages or e.g. upgrades for scrap production. For example every next decryption quest could be more difficult and give 1 point of scrap production cap.

The decrypter is now set to only appear in the mid/late game (granted from exploring). The amount of messages you can find is fixed. I might integrate some fixed bonuses for decrypting existing messages, though.
