Spell Inhibitor/No Slots Remaining Prevention

Some form of tracking for casting spells. So that it prevents a player from casting a spell, if no available spell slots exist to cast it with. That or it casts it anyways, and shows a notification in chat regarding it being cast with no slots available/remaining.
