Add proficiency via effect

Create an effect element that will set proficient to TRUE for a given proficiency.
It would also be handy to create a popup choice within a given category when then item is added to actor.

Similar to the some option in filter, if there are multiple ticked, results in a list the character chooses from.

By ‘popup choice within a given category’, do you mean to allow a character to choose from a list of available proficiencies or something?
