Text element of Effect

Allow the addition of a plain text element to be displayed in chat when the effect is used on an item. ie clicking on a Notes entry or clicking Use and selecting the effect from the list.

When you use a feature, it should usually post the feature’s description in the chat. Does this cover your use case or are you talking about something in addition or alternative to that functionality?

As an addition.

Sometimes I want to define a effect so that it can be used from the item and display to the chat without any other effect elements. If an effect has no elements it won’t display as an option to be used.

Other times I’d like to add a note to the effect independently of the item description.
