Enemy NPCs can't use or edit their skills

After the migration, the skills on all of my new and old NPCs can't be edited. I try to fill in the boxes next to the skills themselves and it doesn't work.

Furthermore, I can't find/use any of the already-existing skills from older NPCs on their character sheets. They just don't appear on the sheet anymore.
