The "consume resource" effect does not consume resources

I am trying to implement the shadow arts for a Monk. Casting a spell should consume ki points.

However, after I cast the spell, there is no change in the Uses resource of the Ki feature. The same happens for normal features such as patient defense or flurry of blows. This also happens for any other resource (item, feature, effect). Basically consuming a resource never works in any case, but I can still track it manually.
