Can't reconstruct compressed release with RELOADED/HI2U/0x0007 custom RAR packer

This fails to reconstruct with rar versions <= 5.40, even using --mt-min=1 --mt-max=64.

When I tried to use versions >5.40, I hit issue #169.

After I worked-around that, I hit issue #165.

Someone on IRC worked-around that too and reported that it failed to reconstruct with all rar versions up to the latest (6.02) (using default parameters, no --mt).
