Minigame resets while empty

When the minigame is empty, the timer should stop ticking down. Ordinarily it wouldn't be too big of a deal, but with an option to have a team win when time is up, the endless cycle boosts that team's win counter very high. It also triggers other things dependant on resetting, like perhaps, a map cycle, which would be a waste of resources when nobody is around to see it.
