New Team Balance Not Fast Enough

Greek2me repo owner created an issue

The new team balance system does not respond quickly enough.

It waits until it spots a low-value player. The bar needs to be raised so that more players qualify.

    After further testing, team balance does a decent job without being annoying. Will re-open ticket if needed.
