Cycle button still clickable when hidden by car modal

When we had the alien tech card modal open after putting 8+ dice down, my co-worker was able to miss tapping the left arrow and was able to tap through the card and modal down to the (unseen) cycle button and cycle the cards.

Oddly enough, he was still able to buy a card as the game recognized he stil had 8+ points to use.

Fix Need to make "Cycle" button unclickable when card modal is open and covering it.
