AI sometimes raids less than 4 resources

I had 1 ore and 6 fuel and was playing against one Admiral-level AI in the 1.1(1) beta when it did this:

P2: Docked (1*, 2, 3) at Raiders' Outpost P2: Raided 2 fuel and 1 ore from [P1]

It wasn't at the limit of 8 resources (not that it should have mattered), and I still had my remaining 4 fuel.

I've also seen an AI steal 1 ore from each of 2 players while overlooking the fuel they had.

Just realized something: In both cases that I saw, the available resources that the AI overlooked were all fuel.
