AI placing a 6 in terraforming station w/o using the space.

One of the AI players continually placed a 6 into the terraforming station, but paid no resources, destroyed no ships, and placed no colonies. It just blocked the space every turn it rolled a 6.

Really? Wow. I haven't heard of this.
