asimov crater and colony launch interaction

There are bug(s) that all relate to launching a colony if you own the asimov crater.
- If you place one die on the colonist hub to move into launch position, launch a colony from the hub, and then place two more dice on the colonist hub, your next colony advances only twice rather than 3 times (which it should because of owning asimov crater)
- If you place one die on the colonist hub, launch a colony, and then place one more dice on the colonist hub, your next colony advances only once rather than 2 times (no asimov effect).
- If you are exactly 2 spots short of launching, and you put two dice down, then launch, and put a 3rd die down, the next colony only moves once (you never get the asimov benefit)
- If you are exactly 2 spots short of launching, and you put two dice down, then launch on the same turn, you don't automatically get a new colony moved up one spot.
The last might be arguable, but corresponds to the spirit of the wording, and is the way we house-ruled this.
