Infantry attacking from second row

Doing a test with Tech 7, only infantry, with one side having 26, other side having 52, the second side deals twice as much damage, all else equal.

I think it's because the function in battlelines.java, allActiveRegiments() simply fulls all regiments from both reserves and non-reserves and lets all of them attack.

It's not checked whether they are deployed, or whether they are infantry in the second line.
