MSVC 2017 install error WIN 7 64

Former user created an issue

Install fails with MSVC 2017 saying that feature is on network resource that is unavailable. See attached screen dump.

WN 7 64 bit.

    Could be that your system is not up to date or you have to install vcredist 2017 manually. Windows 7 is hitting end of life support in two month by microsoft. you might want to consider to update.
