issue 448 not fixed - import coord's from CdC with e.g. -0d30m19s fails

negative coordinate imports from CdC now mostly work, but less than 1 deg south (ie 0d30m19s) fails as -0 reverts to positive.

again, i have spent 3 hours of a rare clear night imaging random sky!
