An improvement for the frame rotation

Suggestion:
An improvement for the frame rotation would be the following.
1 when we adjust some degrees of rotation that are always maintained every time NINA is turned on.
2 When performing a plate solver, update the degrees of rotation in the frame and save it for the next session.
3 a new button is added to invert the degrees so that it is registered in the sequence planner
This upgrade is for equipment with a meridian shift
