What is the purpose of this Pull Request?
When unsafe conditions are triggered, DomeVM issues a StopAll and then a CloseShutter. This may interfere with sequence operations when parking a dome following unsafe conditions, so this change removes the StopAll. Movement in the dome may prevent a park operation from taking place, but it shouldn’t affect the shutter.
