Ensuring sync and center uses offsets calculated from scopes epoch

What is the purpose of this Pull Request?

Address user reports of slow centering convergence. This seems to affect JNOW telescopes, particularly those that reject sync requests.

The fix is to computer coordinate differences using the epoch of the telescope (instead of the plate solver)

How were the changes tested?

Sky Simulator with polar alignment error, Telescope simulator set to JNOW and disabled syncs

Did all Unit Tests pass?

Yes
