Disable scroll to set values in numerical text fields

The scroll sensitivity is super high and is often changed by accident. I don't think the nuisance of having to fix it repeatedly is worth the basic functionality (although that might just be because I never use it, thanks to the sensitivity being so high as to be basically unusable).

Apparently this is only a "feature" in Chrome anyway. I'm going to fix it.
