Major problem with block forging!

Block was finaly forged and added to blockchain at 18:00 so there was no new block for 18 minutes ... imagine Bitcoin not getting block for 3 hours, there would probably be major freakouts everywhere!

At the point when there is no new block my and everyone else's base target value should go through the roof! I mean, we can't speak about 2nd gen cryptocoin if situations like described one above continue.
