Imported the B&C Exchange fix to solve the problem discussed here: https://bitbucket.org/JordanLeePeershares/bcexchange/issues/18/wallet-vote-serialization-problem

It's not yet a problem in Nu because we haven't changed the vote structure since protocol 2.0, but it will be one day.
