Admin Settings

I suggest implementing settings similar to admin settings. Some settings users most likely don't want to change. Existing admin settings are:

• public static final int reset_every_minutes = 3;
• public static final int refresh_time_seconds = 61;
• public static final int submit_liquidity_seconds = 130;

These are standard options which effect behaviour, but are not admin:

• price increment
• wallshift-threshold

feeds might be admin settings. User might want to adjust them, but on a system level there is much more information. This changes with streaming-service anyway.
