Better error handling for wrong input, Find Network Errors tool

The Find Network Errors tool requires the network feature class that was output by the Build Network Topology tool (i.e. it has a "_processed" suffix). Currently if that feature class is not an input, it will cause an ugly error. But it should be handled a little more elegantly.
