[Feature] set member to new owner instead of deleting the clan

Right now, when the owner is inactive, the clan gets deleted. Would be quite great, if an existing clan member becomes the new clan owner instead.

That could be a random member or the highest rank clan member. Or just that member, that was online most recently.
