Tower family display order

Currently the towers in a given tower family are sorted by webid. This is generally fine, BUT it makes this horrible assumption of tower makers being predictable and uploading their members in the correct order.

I suggest: Primary sort: Status (InTheMap->awaitingApproval->pendingUpdate->pending->etc) Secondary sort: Tower goldcost.

This should fix the annoying cases where a family of 5 common towers is completely out of order.
