Moved the PythonInterpreterInitialized variable to be static inside the initialization routine, fixed some symbol declaration problems with the numpy API, and now everything compiles on Orange.

Removed checks for ProblemType=70 from Grid::SolveHydroEquations and the MHD routines. Instead, if ProblemType is 70, UseHydro is set to 0. When did THAT parameter show up? It certainly isn't in the documentation...

Committing first "working" version of the anisotropic conduction. It's still using the world's dumbest finite-difference stencil, so that needs to be fixed. However, it's getting there. Next up: add Parrish's higher-order conduction code, now that the MHD seems to play nice with the conduction.
