No Familiar/Flying Balm need prerequisite

The prerequisite could be implemented as tradition witch but it actually would need to flag in the profession or rather tradition that indicates that flying balm and a familiar is available for it.

Tradiitons can now have special abilities associated. There is also a new Prerequisite, that checks if a RuleElement of the hero has a tradition as variant that has a Special Ability associated.
