Restricted Blessings

Some blessed traditions have Restricted Blessings/Eingeschränkte Segnungen. They can’t use certain blessings. It seem this is the for blessed ones of demigods

Church of Aves (Gods 1)
Church of Ifirn (Gods 1)
Church of Kor (Gods 1)
Church of Nandus (Gods 1)
Church of Swafnir (Gods 1)
Church of Levthan (Gods 2)
Church of Marbo (Gods 2)
Chruch of Numinori (Havena)

This needs a special rules. The class name for the rule would be SpRuRuleElementSelectable. There is already a rule with this name, but it filters for variants of rule elements so it should be renamed to SpRuRuleElementVariantSelectable or SpRuVariantSelectable..
