Min level is always 0

One of the current changes broke setting the min level of a rule element. For example the level/rating of very advantage now starts at 0 although it should be 1.

    It's fixed: d0e3406

    Loading the default value on the top level of the JSON object did not work if there was no max level set. Now the min level is loaded even if there is no max level.
