Crash when loading character with missing rule system

When a character is loaded that uses a rule system that is not available, it causes a crash on startup. This should be fixed. The file needs to be skipped and there should be a info for the user, that the hero could not be loaded.

Actually the crash happens before the character is opened but when the program calculates list of characters.
