TDA does not allow a C spell for animists

Bernhard Jung repo owner created an issue

The animists are allowed to learn 3 spells. One of them can be from categroy C or lower and the other two have to be from category B or lower. Currently TDA does not allow the C spell.

Also there is a duplicate error message “Steigerungsfaktor maximal B”.
