Show description for optionale rules

TDA should include and show the rules for the optional rules that are selectable. A user suggested this on the German Scriptorium page and I have received emails from users before that activated rules and wondered why TDA implemented the rules wrong. One option people like to activate to confuse themself is “Skill Group Checks” .
