Reload time of Iron Forest crossbow

Bernhard Jung repo owner created an issue

The reload time is 2/10. The application can currently only have a simple number like 2 (2 actions) as reload time. For now I entered 2 as reaload time of the crossbow.

    It is now possible to set a changeclip time in the JSON file: "changeclip": 10, I added it to the Iron Forest Crossbow in the German and English rule files.
