Only the highes Principles/Obligations gives AP

The Disadvantage Principles can be taken more than once but only the hightes Principles gives AP.

    This is fixed.

    There is now a cost type "highest" which will only work for elements that have rating. Only one of the elemente with the highest rating is counted.
