Strange tooltip behavior

Tooltips are working strange for me.

If I click on info button or triangle with exclamation mark, tooltip appears only after I move mouse cursor. If I don't move cursor, I can only see a tooltip border and nothing in it.
Same thing happen if I hover mouse cursor over triangle with exclamation mark. I can see tooltip border, but after I move the cursor full tolltip appears

I just checked tooltip behaviour in 10.12 version and tooltips are working fine there.

It's like there is some kind of delay to show the tooltip

I tried to screenshot but as soon as I press PrintScreen, tooltip appears

Like there is a delay until OnMouseMove or OnButtonPress

I can reproduce the behavior. If I click the button a translucent poupup appears that becomes fully visible once I move the mouse cursor a bit. I have no idea why that is but I’m not going to look into this as I’m planning to get rid of the popup in a future version.
