SPI and TOU are missing on hero sheet

They were not missing, but only on the combat sheet. On the official character sheet they are on the first page and on the characters sheet. I adjusted the TDA sheet accordingly. To do so I added a additonal flag (general) to the base value data structure that allows to indicate if a base value is of general interest and/or reielvant for combat. General base values appear on the first page, combat base values only on the combat sheet. A base value can be flagged as both which makes it appear on both pages.
