Pa calucation seems to be wrong

Issue #67 resolved
Bernhard Jung repo owner created an issue

The value was point 1 too high. CTR 8, COU 13, Primary Attribute 13 resulted in AT/PA 9/6 when it sould be 9/5

    This is fixed now. The PA calculation did not give a bonus for every full 3 points above 8 in the primary attribute. It calculated: ceil( ( primary attribute - 8 ) / 3 )
