Add the option for tools to have TCon-like durability

Consider adding an option for tools to have durability that's similar to Tinker's Construct's tools. When a tool has used all of it's durability, it's in a broken state. The tool itself isn't deleted, but it's unusable until repair. Minetweaker could easily add a repair recipe if this was possible.
