.deb package wipes the config when upgraded

When a new version of .deb package is installed via

dpkg --install phpOidc_1.0-all.deb

it overwrites the dbconf.php etc.

It should not. The distribution file should be something like dbconf-dist.php or dbconf.php-dist , I suppose.
