Not encountering own friend safari pokemon in mini evil base

I own a Mini-Evil Base secret base and wanted to get into finding other pokemon with it and I wanted to know which ones I have to start with. I'm assigned pokemon in the psychic group and it turns out my two are gothorita and spoink. But, I couldn't encounter them in my own base! I was able to switch my theme to Forest and encounter them there. I haven't visited other people secret bases that are mini-evil base themed and tried to catch pokemon there. Seems like the encounter rate is 0%.
