I'm trying to get my hands on a Delta Scizorite, But can't seem to find the old man to talk to?

I've tried refreshing the map with p, a soft reboot with F12 a hard reboot, re-installing the patch and nothing's worked so far

Can you please help me so that I may cut down my enemies?

You need to actually bring a Delta Scizor first.

Having Delta Scyther won't make him appear.
