Possible oversight?

So, Girafarig gets hyper fang exclusively in Pokemon Insurgence. Mega Girafarig has spectral jaws (which increases fang moves by 30% and changes them to special). Is having hyper fang not included in that list intentional, or an oversight? It seems fairly useless to have otherwise. I apologize if this is on here somewhere but I brought it up some days ago on another post so I figured I'd mention it here instead of making a thread.
